A Geiche, No these reserves per current technology are lost forever. Once you p&a a field, you no longer exercise control subsurface over reservoir pressures as you can with open producing wellbores or injecting (saltwater) wellbores. Within a partly produced formation, you'll have what's called "coning" or water rising from below up into the oil or gas formation, disrupting the pattern of reservoir pressure inhibiting the ability to produce the formation, perhaps forever.

Kuwait is a good example of fields that have been permanently damaged..Also my guess is that Iraq without good subsurface control have seriously damaged the producing capabilities of their current fields too.....
