I'll take a shot at it, if I'm wrong someone please speak up...

Bill Consolidation
My understanding is that all billers will choose some method of bill presentment, and that Joe Sixpack will be receiving bills from various billers using various methods of presentment. If Joe uses CKFR to pay, does Joe tell the billers to send the bills first to CKFR, who then consolidates them and forwards them to Joe at the location that Joe specifies?

Billers reformat their bills in HTML and forward bill summaries to CKFR. CKFR collects all bills for the customer and forwards the summaries to the location the customer specifies (portal, bank, etc.). The customer can view the summaries and if they want click on a hyperlink and go the billers web site and view the bill details. Most billers will only use one bill consolidator, but I don't think there is anything stopping them from using more than one.

Bill Paying
Is it true that If Joe's bank has signed an EBPP contract with CKFR, then the only way Joe will pay his bills electronically is through CKFR?

I don't believe this is true. A customer could pay bills through Transpoint even if the customer's bank has signed with CheckFree. (provided Transpoint ever gets its system working ! ) In fact some banks have signed with both CKFR and Transpoint.

No, it's not that easy. Think of CheckFree (and TP) as a distribution network. If Joe's bank outsources bill pay and presentment to CheckFree, joe will only be able to view bills that have an EBPP contract with CheckFree. If a biller wants to present bills to Joe's bank the biller will have to contract with CheckFree.

There has been speculation that banks could work with both CheckFree and Transpoint, but this has yet to be done, in addition would be a customer service nightmare.

If CheckFree has a contract with a Biller to present bills at a Bank, Portal, etc., it is REQUIRED that CheckFree handles the payment. There are three parts of EBPP, Creation, Distribution and Payment. CheckFree wants to control the distribution and payment.
