It's vital for Globalstar to begin its service roll-out as quickly as possible, but the tight schedule allows no room for error with respect to either launch or in-orbit failures. If Iridium is any guide, a number of months are needed for testing and systems integration of the complete orbiting constellation, in conjunction with the ground segment, the handsets, and the billing system.

Iridium is no guide. Iridium needed a full constellation up to begin system tests. Globalstar, as you know, needs only 16 on station to do full-up tests. That given the current schedule should be able to commence around mid-April. Plenty of time to stress the system in advance of the fall service start. As far as infrastructure and hand sets, I think Bernie and the boys are taking note of how much trouble I* is having fielding sufficient numbers of handsets. We may not reach the saturation levels Maurice would like but I think the numbers will be encouraging. I am somewhat taken back by all these market people covering G* and I* who insist that if the subscriber numbers are not met on Day One, the entire system is worthless and will never see the day when they turn a profit. Day One is an arbitrary date set by the architects. The fact that both I* and G* are well behind original start dates and not completely worthless should be evidence enough of their viability.

Too bad the market overshadowed a success. No matter, there will be many more to follow.
