Would I not be correct if I stated that the "German officials" could only elect to sell the IMF gold only if approved by the other IMF members & the US could only decide via the US Congress?

Would I be out of line if I asked who these "German officials" were?
It seems far less likely a German government would vote to sell this gold reserve after the defeat yesterday of the Liberals in what some see as key elections!
