Umm, you missed my point. These WERE insiders. Several of them were division presidents and VPs (small company, about 1000-1500 employees), who are in direct contact with revenue figures. They are listed as insiders by the SEC.
My point is that insider behavior is often hidden, even when there is proper protocol. In this same company, the owner sold 1/2 of his holdings to "bring his estate in order". He sold at the peak price, and they talked the price up all through the secondary offering. It held nicely for several months. Then the price came down, and another large shareholder decided to sell 1/2 their holdings. They couldn't do it via a secondary offering, because the price came down too lowand they couldn't generate interest. The owner bought most of their shares at a much discounted price.
Most of this was filed with the SEC, but was done in a manner that wasn't easily transparent. I mentioned it to several people who followed the stock astutely, and even they missed it.
As a result, this stock - which should be trading at a discount, is trading near its highs because it has managed to create a spin on all this activity that is positive. PR value is very important.

Now, HDIE could do the same thing. But I suspect their PR is pathetic...at least, it seems that way. I'd bet dollars to doughnuts that a good PR firm would play the HDIE story so the stock traded in the high teens.
