That is essentially true.

With the Congress hamstrung with impeachment/trial proceedings, they can't get their "causes" approved or put in to "law".

A do-nothing Congress is best, no doubt.

What legislation have they passed in the last two years that has benefitted the average american?

Internet Tax Prohibition.

So far, while preoccupied with Clinton's trial, they've not gotten around to:

1) Strengthening forfeiture laws,
2) Banning scary-looking firearms,
3) Passing new taxes,
4) Passing new Internet censorship laws,
5) Stealing more freedom in the name of fighting Reefer Madness,
6) etc.

I'll take this over what we've had in the past any time.
