It certainly looks like MOT and TI can't deliver and that forced BEL/Westell to use the Alcatel ATU-R chip solution

Hi Bill, I have been wondering the same thing. Pat Mudge had this to say on Dec. 31:

exchange2000.com

"From everything I hear from TI, the chips are progressing better than expected and I think will be shipping first quarter. I haven't asked for awhile, so don't quote me on that. I just know the last tests came back far better than expected."...
...in fact sit on a committe with John Cioffi.

As far as Alcatel and TI interoperability, there was an announcement back in May, 1998 saying that TI, Alcatel and ADI were in interoperability testing:

Industry leaders to conduct ADSL interoperability testing

Alcatel, Analog Devices and Texas Instruments plan interoperability
testing among their asymmetric digital subscriber line (ADSL) silicon
solutions. This initiative will accelerate ADSL service deployment
worldwide by creating an open market place for equipment manufacturers
through multiple sources of standards-based silicon that work together
across silicon platforms.

And again back in the days of Amati in Sept. 1997, Amati and Alcatel:

ti.com

AMATI AND ALCATEL ANNOUNCE AGREEMENT FOR CROSS LICENSING STANDARDS-BASED ADSL AND VDSL TECHNOLOGY

Alcatel and Amati will Cross-License DMT Patents and Work on Product
Compatibility Evaluations

And last month:

NEC and Texas Instruments Announce VDSL Technology

All the best,
