IMO it's due to the lingering fears of Asia & Latin America.
It's ironic that those 2 regions have such a high concentration of wireless phone users!!

Welcome, roulette. I'm sure you've heard it all before -- the 1/2 of the world that has yet to make a phone call is going wireless because of the cheaper infrastructure costs. I don't know why we can't hold CELL until all of us have hip replacements. ;-)
