MSFT would be facing a developer resource crunch since developers of NT5 are being possibly pulled off to do other things.

That might have happened for something like NT4 SP3, but resources at Microsoft aren't nearly as mobile as you suggest. The dev and test resources from one group can't easily be "pulled off to do other things". Trying to do that would be both an accounting and logistical nightmare. It would probably take 32 person-hours of management and admin meetings to get 8 person-hours of help from another group. (So if it did happen, just about everything would fall apart, which, come to think of it, might be an explanation for things after all...)
