Legg Mason's William H. Miller, III is named 1998 Domestic Equity Fund Manager of The Year.

Baltimore, January 19, 1999: Legg Mason is pleased to announce that William H. Miller, III was named
Domestic Equity Fund Manager of the Year by Morningstar. Each year, Morningstar recognizes, "portfolio
managers who demonstrate excellent investment skill, the courage to differ from the consensus, and
commitment to shareholders necessary to deliver outstanding long-term performance." Legg Mason's Value
Trust, an $8 billion dollar fund managed by Miller, beat the S&P 500 again in 1998, with a return of 48.04%. In
fact, Lipper Analytical Services, Inc. has verified that Legg Mason Value Trust is the only equity fund to beat the
S&P 500 (assuming daily reinvestment) in each of the past eight years (for Value Trust Primary shares).

The Fund's one year, three year, five year, ten year and life of fund average annual total returns for the periods
