The original claim was to "replace" AMPS with the same call quality. If you degrade the CDMA system today to that level by turning down the Bit Error Rate, you can take this improved link budget by either capacity or cell radius. what happened is that certain carriers demanded wireline voice quality after hearing the 8k speech coder, so this menat turning the BER up to cut down the link budget. this is when the numbers changed from 20x for mobile (40x for fixed) to 10x for mobile and 22x for fixed.

It is fun to go back and pick out a single event in time and try to project it forward.
