The economy was excellent for the bulk of the terms of Reagan and Bush. There was a recession at the beginning of Reagan's first term, before his policies had even kicked in, and at the end of Bush's term, which was mild and brief. No one said that the business cycle could be eluded forever. There was no significant correlation between crime and these economic downturns.
