Federal involvement in education came in with Carter big time and has been an expensive disaster.
State dept of education: depends upon the state: the ca one is another disaster, expensive boondoggle.
Anyway if I have any more to say I'll send you a PM, others must be getting tired of this.

Chuzz,

Re >"What would happen if the Air Force had to have a bake
sale to fund bombers, and we got all the money we needed for libraries?"<

The answer to that is you would be able to get any book out of that library that Hitler or Stalin were willing to let you read. But God help you if you wanted to read Paine, Jefferson, or the Constution.

Sorry, but the local boards had total control prior to WW II, they, mostly, voluntarily followed the standards set at state levels but were NOT required to as they are now. Wouldn't surprise me if NY was in the lead in taking control away from parents but that doesn't make it right. Those standards were almost exclusively related to what knowledge was needed to be considered proficient in a particular subject.

Your claim that free (it's NOT free) public (sorry it's GOVERNMENT) education is all that saves us from horrific class distictions is based on the assumption that we can't provide education without the bureaucracy. Means tested vouchers are much truer to the American legacy than what we have now.
