I believe that just about anyone can put in a bid. However, the process of awarding the final contract is quite a bit more complex and would involve some due diligence on the part of the state. ABLE is in a world of hurt with the EZ-Pass fiasco. My guess is that Virginia will not give 'em the contract; however, I HAVE been surprised before...and it is disturbing that ABLE bid through two "subsidiaries".
