If I was king <g> every school age child would get a voucher worth the amount we currently spend per child and the parents would choose where to send their child and his voucher. I might have the voucher reduced as imcome goes beyond a certain point. I expect most (60-70%) would stay right where they are but alternatives would proliferate and the government schools would be forced to compete. This would also force parents to think about their childrens' educations, many now just hand their kids to the system and expect it to deal with them.
