CHINA
A DELICATE BALANCING ACT
President Jiang Zemin appears to be determined to follow through with
plans for economic and political change, although he will balance
persistence with caution. Modest but important moves in the direction
of political freedom include the signing of the UN's Covenant on Civil
and Political Rights, a limited opening of the country's legal system to
public scrutiny, and the approval of regulations for registering
nongovernmental organizations. The government has also pledged to
reduce barriers to international investment and trade in its bid to join
the WTO in 1999. Future progress will hinge on whether the economy
performs well enough to prevent a political backlash against economic
reforms. Sluggish growth in exports and declining foreign investment
will increase pressure to devalue the currency. However, the potential
for such a move to stimulate inflation will encourage the government to
seek alternative means of spurring economic growth.
