Japan has always effectively skewed its unemployment stats.

It's approached socialistic tendencies when it comes to full employment. Japan averaged a 2% unemployment rate for many years. It is now higher than the US rate, to their great embarrassment.

As for using the term "depression" loosely, I dont' think that I am.
If you look at the collapse of their markets since '91, most people would agree that this is depression and not just a recession.

But 1929 was not just a depression. It was a GLOBAL DEPRESSION and that is a key difference.
