My personal experience in the past with transactions like this priced well above the market: typically there is another half of the transaction that is non-disclosed. For example, this guy Kossner may have picked up a very cheap block offshore. Other possibilities: a cheap trick to make the stock look cheap, and transaction will never close. Third possibility: he has too much money, as you suggest. But no matter what, chances are we are not getting the whole story. SH
