I agree, that PR was as loaded with implied statements as it can get.

It's understandable for them to be excited about what is going on after being silent for so long, but why not just let it all out when the negotiations and agreements are complete?

I noticed a number of small companies doing this. It seems to me that the PR is not so much directed at investors as it is towards other potential business partners who may wish to bid against the one's with whom they are currently negotiating. It would appear to be a ploy to garner a more lucrative contractual arrangement.

This is either a smart move if you feel you have the leverage to do it, or it is a foolish thing if a negotiating party gets unnerved by the PR and departs. Apparently they feel confident.

Whatever the case may be, some sort of major news is definitely in the works and today's PR was merely a prelude.
