Please go back to read TED's explanation carefully. If you agree with competitor's view and don't believe other critical dates need to be tested, you have the choice not to do the other 7 tests. (You can still test the Jan 1, 2000 date. The 9th test is the one I added since I found a Y2k problem with a specific roll-over date.) As you can see, it is actually an "advantage" since you are able to choose to reboot more times to test more critical date, including ones defined by yourself.

I have stated clearly that I am not familiar with Y2k software and my main interest in GTCI is its ISP business. Bob requested software and asked me to test it so I did and reported my test result. You see at least I don't pretend I know something I don't. I wish you tried to understand TED's explanation before you made that conclusion ("serious liability and disadvantage to its competitors").
