Slight diversion. Perhaps you could answer the salient question I posed first:

What are the 20% local content rules that Revenue Canada presses on its subjects?

There's plenty of grousing on the NN thread about Newbridge's poor performance, both short term and long term. One owner complained that he should have bought Cisco and would have but Revenue Canada imposes a 20% local content rule.

That artificial constraint argues that NN is similarly artificially overvalued. Free the Canadians!!! (to invest in the best).
