First, I have to admit I've never been to Finland and know virtually nothing about it. However . . .

If I were a very aggressive whippersnapper running a Finnish ISP instead of the old fart I am (to use Kurt Vonnegut's phrase) project managing the design and installation of computerized access control and fire alarm systems, I think it would make perfect sense to try to get a CDMA license in Finland.

From a marketing point of view, CDMA2000 immediately provides an outlaw identity. Everybody will know that there is the GSM mafia and these are the other guys. The result will be sorta like what happened in the early days of MCI and AT&T.

CDMAone is available today, and any investment their customers make now will still be functional under CDMA2000. They will have significant time-to-market advantage when selling the early adopters.

I bet this company is filled with ex-Ericsson employees who have, for one reason or another, not fit into their corporate culture and, because they operate an ISP, better understand how wireless data etc. will be bigger than voice.
