Very possible. If an MM wants to make market in a stock he can. . OTC or otherwise...but once he leaves the stock, he cannot return to it for something like 20 days. . .also their are all sorts of political games between the MMs and the brokerage houses, where the MMs need to fill orders for the large brokers or they get put at the bottom of the pile for future orders.

This keeps the MMs honest [oxymoron?] and keeps live MMs in many stocks. It is not all autotraded by any means. . .never said that . . .but when it acts like I said, it probably is.

Now when volume comes in and the spread tightens, you can be sure someone is there WANTING to make a market in the stock.

Lots of this is conjecture, but is based on info gathered from MMs and brokers over the years.
