The states shouldn't be allowed to pass the buck, but some have and others will follow, I'm afraid. All that The bulk of industry is looking for is protection from frivolous, predatory lawsuits (and of course from those inclined to file them). The Year 2000 Coalition's proposal is intended to provide companies with more breathing room (and incentives) to fix problems before they occur. In the event that problems arise -- and surely they will -- then the focus should be on getting companies back on their feet -- hence, the proposal's 90-day "cooling off" period and emphasis on using alternatives mechanisms to resolve disputes. To the greatest extent possible, help keep businesses in business and workers working, and protect customer relationships. I realize that this sounds simplistic and sloganistic (a word? ggg), but it really is the bottom line. Ken
