Perhaps it might be your Broker! I placed an order for 30000 @ 0.05 through E*trade. The order was filled at 0.0475. It took about 2 hours to fill the order.

I keep seeing rather large blocks being dumped driving
the price down. I have many concerns about this stock
also.
