I'm not familiar with the particulars you mention, but
generally anything named TMP, ~<blahblah> you can delete.
Anything at the root directory level you don't understand
you should investigate, but can PROBABLY delete. Well,
POSSIBLY delete, but figure out where it came from. I
mean from where it came. I mean what POS put the fu... uh,
forget it.

DON'T delete the TEMP directory. One of the places to investigate
is the environment. Find environment in system properties in NT
[right click my computer and choose Properties). Don't
remember for 95/98.

Others, well, some spade work is in order. By and large
dangerous. Never know what you'll break. Making Sean's
point big time.
