Does anyone know of a web sight that charts the new highs and new lows
Have checked IBD, IQC, CBS Marketwatch and Yahoo.
Even an Idea on where to look would be greatly appreciated.

Paul,

The system I'm following tends to produce short term trades and in backtesting was able to exit those trades quickly when the stocks in question started declining. So I'm comfortable following it when it finds a good trade, even when I see the caution flags in the market indexes. The downside is that this type of system will exit too soon on some nice long bull runs.

Also, when the system finds fewer long trades, I almost always find it becomes easier to find short trades so my funds naturally migrate to the short side without my needing to build any complex asset allocation schemes.
