No actually, if the Get Info on that photo is to be believed, which is gives every indication to me that it is, that picture is dated Oct 13, 1998. That would mean that it was taken before the prefab panels even arrived in the country. As we they didn't arrive until after Oct 30 and hurricane Mitch.
