I also await Tero's analysis, but from what I know here goes:

Clari Net is owned by Saunalahden Severi and the parent comapny has also applied for a 3G license, but with WCDMA/UMTS. I suppose that they are covering all eventualities. The Finnish Government has asked for the applicants to "talk to each other" to reduce the number of applicants and hence ensure a better chance of being awarded a license. Not sure where that would leave Clari Net then.

Personally, I am more interested to see what happens to Vodafone, as we can expect the incumbents to receive a license (as has been hinted elsewhere).
