A.Geiche, The Texas Railroad Commission was considered such a model of regulatory efficiency (at the time) that it was taken by a gentleman from Venezuela (forgot the name) as a model for OPEC's creation. CIA connections with the TRC would require a leap of the imagination, the TRC was a domestic US entity, and also, any CIA connections appear dubious as OPEC caught the US quite by surprise in 1973 with the oil embargo.
