I don't think all IC technologies, i.e., process/fab/manufacturing requirements are the same (DRAM vs. microprocessors). Luckily, we have a fab expert here in Yousef, maybe he can help here.

Germany has awesome "protect the worker" laws, like 5 - 6 weeks vacation per year. Every time I go to Yosemite, English seems to be the third language, after German and Japanese. Germany also has 37.5 hour work weeks. The highest priority by far there is the worker. Company productivity is down the list.

Everything said above about Germany is quite the opposite with Israel. Also, Intel could afford to bring up a plant there when they did. They didn't have to bet the company on it.
