If the trading is chopping around in the vicinity of your ARCA limit order and you already have a partial fill, I'd recommend waiting it out unless you start feeling the trade might go against you. It only takes one nervous seller to fill you very fast. The fact you aren't filling when prints are going by in your range mostly shows the chaos in the market. IMO this is the ideal situation to use ARCA because ISLD will partial and kill you in this setup. I'd rather get my shares 200, 500 at a time in chop than to get 63 shares and then get killed.

On the other hand, if you hit a nice clean bottom and one-shot bounce, you may be better off overbidding on ISLD just to make sure you get your fill for the ride up. You can also overbid on ARCA, but ARCA will get ignored more than ISLD in a run.
