System of campaign finance is to reduce privilege and influence of the few ...the oligarchy and plutocrats...over the many by reducing the benefits that are the by products of patronage and current system of campaign finance.. System of distribution isn't one of "wealth"...system is one of distribution of taxed income on the basis of increased democratic participation induced by allocation of taxes based upon proportional representation... Socialistic??? No... But are you suggesting anarchy or extreme Libertarianism instead? Fair?....Certainly fairer than a current system of taxation where actual tax rates of wealthy individuals don't in any way come close to the purported tax brackets, because of deductions that only people few can deduct.....More appropriate means of allocation than a current system based on back room deals, seniority, and serving out "pork".... Again...I am not sure what you read...
