Maybe so. But the problem is that if any country uses the bomb the paranoia world wide would be overpowering. The reaction between the USA and (then) USSR would almost have certainly lead to a nuclear exchange because of the fact we were willing to use them. Not then, but later. The hysteria in Russia would have went on unabated for decades and led to a holocaust. Look at what almost happened in Cuba without the added paranoia.
