D - to clarify my statement that individual actions must be shielded from the affected is a condition of bureaucracies - inherently, they protect themselves from those they rule over by spreading accountability so thinly that no individual will have to pay for any egregious act against a single citizen.

Thus, in the vast majority of cases, there is no individual accountability; even if fines are levied, the government entity pays (as in our tax dollars) and no single person is identified as the root of the problem.

As for the statement "Anything else will get you into further trouble with "the system" - it is not a threat, simply a condition we must deal with in facing the bureaucracy. Governments act in two ways: For someone, or against someone. They choose to act for someone that further's their existence; they choose to act against individuals that threaten them.
