How do you get a .com address

First you need to chose the name and then go to rs.internic.net to check if it is still available. After you come up with the name, give a call to you ISP. They will do the rest for you. May be check ISP's web site first. They might have online forms to fill out.

The cost of a domain name is now $35/year.

When you initially sign-up you have to pay for two years (aka $70).

Every year after that is $35.

There maybe an additional set-up fee or hosting fee by your ISP to have your domain on the WWW. Lots of companies host web sites. You might want to check around for the best price. My domain is hosted at interland.net. They are located in Atlanta.
