If it were me I'd get a stand-by power supply. At the very least you might want to look into getting an APC Line-R power conditioner. It can compensate for your brown-outs.

Dave,

getting a new monitor won't help the problem. The power in your house and devices near by are causing the disturbances. I have seen this so many times I can't even count them....
