Certainly the OPEC can cut the 1.5 million if they really wanted to. The dummies would all be making more total $$ in oil sales and preserving their limited resources. Iran can easily cut Iraq off at the knees by no longer accepting the illegal black market oil sold through via Persian Gulf smuggling routes.

The way I see it, it is a matter of trust more than anything else. They don't trust each other so OPEC doesn't work. Its that simple. We now know that OPEC's lack of cooperation has indirectly helped them by forever eliminating costly domestic supplies of oil. Now that many domestic wells are out of production, where is the extra percentage of oil going to come from when Asian and other demand increases? I believe it will come from the deep water sites and OPEC where large volumes can be readily tapped.
