This is what I was theorizing. If such "atomizing" happens, it would explain the high frequency of weird partials.

Since we are on the topic of ISLD, I have always wondered why I would get 50 shares out of an order of 1000 and then have my order killed with the notation that the order is completed, even though there is no cross/lock problem. This type of partial and then kill is the reason why I and a lot of traders like using ARCA in some situations. ISLD can lead to four or five commissions on one trade and if your win is an 1/8 or something, the commissions cancel it out.
