Mr K, The nature of a bureaucracy, now there is a topic for discussion!
The most feared action of any individual to a bureaucrat is a challenge to the authority under which the bureaucrat is acting. That challenge threatens the very foundation of bureaucratic reality.
It is generally agreed to that the most basic function of government (in this country) is to secure the rights and freedoms of individual citizens. When any level of government unjustly removes the freedoms or abrogates the rights of an individual, that government exceeds the authority that the people have vested in it.

What are those rights and freedoms?

Life, Liberty and Property. The very things that tyrant rulers want to control.
