Time Warner's "experiment" (which continues to this day BTW) was and is over their own cable facilities.

HFC all the way. AxS was not involved and there was no resale of RTC POTS whatsoever. AxS provided (provides) only high cap business services like T1, T3, etc. So much for the vaunted TW public relations machine.

Frank, you are correct that at the time (94 - 96) there were many facilities based carriers and resellers cutting deals to resell RTC POTS. None of them very successfully. Except TW, which decided it would have to provide voice services over its own cable facilities to have even a chance of retaining credibility in the market. RTC then vehemently attacked the service on quality and reliability considerations, none of which were well founded, but placed the seed of doubt in potential subscriber's minds. Even so, many people took the offer on a trial basis and then stayed on a paying basis. About 98% stayed and paid after the trial period.

But there was never any resale involved for residential service.

Sorry I haven't been here for a while. Some big projects that I needed to get going at my company that took most of time. Working on these networks and taking care of day to day operations can be a bitch sometimes.
