They are still notifying (to the E*Trade Inbox).
However, unlike MKTW when they informed a day
in advance, for recent issues they have started
doing the notifications only after they put
the IPO up on the web page. It takes time
to send out all the notifications, and it
might be too late to get in for those who
get notifications later in the cycle.

EPAY was up on the website at 2:30.
I happened to see it and applied.
I got notification at 2:52 in my Inbox.
I know that was definitely too late
to get in on the deal.

My experience is that IPO offers come through stock alerts along with buys and sells.
