Here's the most recent infomation I have on Hong Kong's economic development. From The Four Asian Tigers edited by E.M. Kim (1998).

...Hong Kong is becoming a key node in the global commodity chain that "stretches across the Pacific Ocean through the United States, Taiwan, Hong Kong, and China". The role of Hong Kong in the 1990s, therefore, is the "hub" in the so-called "Greater South China Economic Zone" and it serves as the center of "subregional economic integration".

Much has happened in the last two years, however, and I'm not up-to-date on the recovery plans.
