I believe some aspects of these units use ground to pass spikes to. If the house is not properly grounded then perhaps the unit will not work properly either. Many times there is an indicator on a surge protector indicating improper wiring.

Surges are handled differently than voltage sags. Most APC products that I have looked at (the ones with batteries) indicated they handle voltage sags..and do line conditioning, I would guess there is a lot more to it than 'does or does not'..more likely how well does it do the job.

Did you try reseating the video card? I doubt it will make a difference but maybe worth a try.

>><< an APC Line-R power conditioner>> I have an APC back-ups 400...is this the same thing or something different?<<

Sorry it's taken me so long to get back to you. I'm scrambling around trying to get all my ducks in a row so when my "dream machine" arrives I'll be ready for it. A CPU that's 18 times faster than what I'm currently using and 16 times more RAM... Talk about being in hog-heaven!!!

Anyway, here's some stuff about APC. I'm writing about APC's products because I'm familiar with them. That's not to say there aren't other companies who have something similar (or better than) to APC's products. I've felt the urge to buy some of their products lately because of Y2K. FWIW I believe there's a good chance of there being problems with the power grid and we'll probably experience "rolling brown outs", etc.

Basicall APC has three types of power supplies for the home/home-office environment.
apcc.com

They are the Back-UPS, the Back-UPS Pro and the Smart-UPS. All three have batteries for the situation where there's either no power or the power doesn't meet certain criteria (brownouts for example). In addition to having a battery - the Back-UPS Pro and the Smart-UPS have transformers in them. If there's a brown-out situation the transformer kicks in instead of switching to the battery. That way the battery doesn't get run down during a brown out.

The Line-R is just a transformer. I'm using them for things like my TV, freezer and stereo. They could also be used with lap-tops because if the power goes away the lap top switches to it's own battery.

From the APC web site:
Line-R apcc.com

Continuous power conditioning keeps you working through extended brownouts and overvoltages Many sites have gross variations in line voltage and need a cost-effective solution to correct chronic brownouts and overvoltages. Using a Line-R, you can continue working through brownouts or overvoltages all day long, if necessary, without interruption or data loss.

Automatic voltage regulation stabilizes even chronic line voltage variation The Line-R is a microprocessor-controlled tap changing power conditioner which automatically corrects brownouts (by boosting low voltage), and overvoltages (by stepping down high voltage) to levels that are safe for your system.

Hope this helps.
