March 1998 MPT and the Science and Technology Agency will jointly establish a council to develop a stratosphere platform for wireless communications. To be participated in by more than 30 organizations including NTT, KDD, leading communications equipment makers as well as MPT's Communications Research Laboratory, the National Space Development Agency and universities, the industrial-government-academic council will ask the government to provide 50 billion yen ($384.6 mil) for a five-year project to develop technology for using blimps for communications and broadcasting services. As many as 50 300m-long blimps will fly about 20km above the ground to cover the entire Japan. June 1998 Network of blimps planned Tomen will cooperate with Skystation of the US to start a wireless communications service using blimps in Japan as early as 2002. The partners will keep six or seven 150-meter-long, 1.1-ton blimps about 20 km above the ground. Each stationary blimp, which will cover a range of 500 km and have a lifespan of five years, will be able to accommodate 350,000 subscribers.
