Until the Reagan administration made it more attractive to offer venture cap to fledgling co's, and thus produce, years later, one of the greatest economic booms of all time.

The Euopeans only wish they could figure out how to do vc. It is not in their culture, and certainly not in their tax codes. That is why, for ex, no British firm does vc; all British vc is now done by overseas firms. The French? forget it. Their innovators are all fleeing to Britian, where there are actually organizations of expatriate French entrepenuers. France is exporting one of its few hopes for economic progress. What a shame.

Victor
