Most discount brokers don't allow you to short BB's for one reason, MONEY.

They are not allowed to charge interest on non-listed borrowed securities i.e. BB's. so nothing in it for them.

This is the best answer that I can give as to why the discount brokerages don't allow it. Although I could be wrong, it is my interpretation of the system as I know it to be. I also regularly short BB's and IPO's without a problem. Although IPO's require 100% cash upfront.
