It is the brokers' responsibility because they can be liable, but that does not mean you cant be liable either. You hire a contractor to build a walkway. They build it sloppily and someone gets hurt. You and the contractor are liable.

I dont have any clue what the NASD's or SEC's track record in going after the investor is in these cases, if there has been a case yet, yet you dont want to be the first one...it isnt worth it for a teenie or two.
