Most of the stuff (milling equipment) in the Territories that might be available is old and was for gold, silver or base metals. There is the Kennecot plant in YK but I dont know what Kennecot plans to do with it. Mining is mining and that equipment is around and could be used but for processing if someone wanted to do it on site I would think they would have to bring in their own plant or buy one of the ones already up here (if any are for sale).
One of the problems is fuel storage etc also you would want to put in airstrip if at all possible, so you could get things in year round. It could be done but I dont know if you would have time to get it done this year.
As for the bulk sample it seems there is an industry standard that for a bulk sample one wants 1000 carats of diamonds to evaluate. So the companies take out enough rock to get that 1000 carats.
