If you intend to hold for the long term, then you can order your certificate, short term holders would not want to do this as you couldn't quickly sell your shares. Ordering the certificate would force the shorts to go into the market and actually purchase shares that they "don't have", so that the certificate can be delivered to you. This forced open market activity may increase the share prices as the MM's have to buy from a long, and can't simply go shorter.
